Scaling Up Finance and Partnerships for responding to Loss and Damage.


This gathering organized by the Permanent Mission of the Philippines will bring together world leaders in a concerted effort to galvanize political action for support and tangible contributions to the Fund. It will further seek to forge sustainable partnerships capable of delivering predictable, timely, and needs-based financing to those already bearing the most severe impacts of climate change.


The operationalization of the Fund for responding to Loss and Damage (FRLD) at COP28 marked a historic breakthrough in global climate cooperation, answering the long-standing call of developing countries for dedicated support to address climate-induced loss and damage.

Today, loss and damage is recognized as a critical subject in the global climate agenda. Yet, the gap between the costs associated with climate impacts and available support continues to widen, placing the developing countries at increasing risk. Bridging this gap requires not only resources, but sustained
political leadership and strategic partnerships.

Building on the momentum of the annual High-Level dialogue mandated by the Conference of the Parties to the UNFCCC and co-convened last April by the United Nations Secretary-General and the FRLD, this gathering will bring together world leaders in a concerted effort to galvanize political action for support and tangible contributions to the Fund. It will further seek to forge sustainable
partnerships capable of delivering predictable, timely, and needs-based financing
to those already bearing the most severe impacts of climate change.
